El problema es el siguiente:
Al final de la instalacion, cuando crea la base de datos se queda ahi y no hace nada. Se queda sin crear la base de datos.
Tengo un PIV con win XP

Si es el personal te recomiendo k instales el windows 2000 a mi me paso lo mismo cambie de windows y se soluciono.

Supongo que estaras intentando instalar la version 8i PERSONAL FOR WIN98... pues bien, como dice el nombre, es para Win98, no para XP. O sea, que olvidate de XP (instala Win98 en otra particion del HD, etc.)
Respecto a Oracle y P4's... hay incompatibilidad por el tema del JIT de Oracle, hay que hacer modificaciones " a mano", concretamente con los ficheros symcjit.dll que no voy a explicar aqui porque es muy largo y nadie me paga por ello ademas de que buscando con google hay sitios donde se encuentran los pasos a realizar para solucionarlo......... no es algo trivial.

Install the latest Windows* 2000 Service Pack patch: http://www.microsoft.com/windows2000/downloads/
Create a temporary directory on your Intel Pentium® 4 processor server (e.g. \TEMP).
Copy the contents of the Oracle* Server CD to the temporary directory created in step 2.
Search the directory structure created in step 2 for the existence of the filename SYMCJIT.DLL.
Rename each copy of the SYMCJIT.DLL to SYMCJIT.OLD.
Run the SETUP.EXE from the \TEMP\install\win32 directory and install Oracle 8.1.x.
